Four casinos, four kinds of trip

Quebec Casino Online: Pick a Horizon

Loto-Québec’s four casinos are four outings: a city night, a lakeside evening by Ottawa, a mountain resort, the cliffs of Pointe-au-Pic. Pick one on the horizon for the distance and whether it is open; nothing is ranked and this guide takes no bets.

The Salon de jeux de Québec, operated by Loto-Québec, is in the Méga Centre Beauport, 847 Rue Clemenceau. It opens at 9 a.m. every day and closes at 3 a.m. Sunday to Thursday, 5 a.m. on Friday and Saturday. The floor holds over 400 slot machines, electronic and sports betting terminals and a poker room, with no other live table games listed.

Trois-Rivières gets a hall of its own at 1900 Rue des Forges, open from 9 a.m. to 3 a.m. daily. For holiday hours at both halls, check each venue’s own site. Inside are over 300 slot machines, 6 gaming tables and a four-table No-Limit Texas Hold’em poker room with a $1/$2 minimum.

Salon de jeux de Trois-Rivières

Beside the Trois-Rivières hall, the Hippodrome 3R runs Standardbred harness racing from May to November, rain or shine. Admission and parking are free. Wagering is for people 18 or older.

Playground in Kahnawà:ke

Playground is at 1500 Route 138 in the Mohawk Territory of Kahnawà:ke. It is open 24/7, poker included, with 65 poker tables across over 128,000 square feet. Loto-Québec venues are smoke-free throughout. Playground, by contrast, has self-contained smoking rooms: two on the 2nd floor with gaming machines and one for poker players on the 3rd floor.

Kahnawà:ke and the KGC

On Playground’s legal page, Kahnawà:ke says its gaming-related activities “continue to be regulated independently and without the involvement of Provincial and/or Federal Governments”. The Kahnawà:ke Gaming Commission’s list names “Playground Poker Club” under Poker Room licensees and “Playground” under Electronic Gaming Device licensees. The commission calls its gaming authority “a facet of the sovereign rights Kahnawà:ke has as a community of Indigenous peoples to govern its own affairs”. It adds that in 2007 this authority “was favourably considered in a decision rendered by the Superior Court of Québec”.

Québec and Loto-Québec

In a 2019 statement, Loto-Québec said that “according to the Criminal Code only provincial governments, in accordance with their laws, may offer games of chance”.

Same rules at every Loto-Québec door

Loto-Québec’s casinos and gaming halls are restricted to visitors 18 or over. Staff may request government-issued photo ID as proof of age from anyone who looks younger than 25. Casino de Montréal does not accept photocopies, or photos of ID on a phone.

Every Loto-Québec establishment is smoke-free: smoking and vaping cannabis are prohibited both inside and outside. One Casino Privilèges card is valid at all Loto-Québec casinos and gaming halls. Cards are taken out at the Casino Privilèges counter of any Loto-Québec gaming location.

Playing online in Québec

Loto-Québec’s online gaming site, lotoquebec.com, is the provincial online site. Players must be 18 or older, Québec residents and physically in Québec, and the site checks their location each time they connect.

Québec’s Ministry of Finance addressed the question in a regulatory impact analysis from about 2016. Under the Criminal Code, it wrote, gambling on a province’s territory is for the province or its agent to run. It added that apart from Loto-Québec’s site, all online gaming sites are illegal. Québec has no licensing regime for private online casino operators and publishes no list of authorized private sites.

Some links on this site are paid and marked Ad; they open a private online casino site. Québec does not run, license or authorize it, and it is not lotoquebec.com. Inner pages carry no paid links. This site collects a commission, and its partner may not stay the same.
